What is HCRC&D?

The High Country Resource Conservation and Development Area, Inc. (HCRC&D) was created in 1979.  We provide our region with specialized technical assistance and support for projects that encourage and enhance sustainable economies, ecosystems, and communities.

The HCRC&D Council is a 501(c) (3) non-profit organization, and serves over 185,000 people in Bonneville, Butte, Clark, Custer, Fremont, Jefferson, Lemhi, Madison, Teton counties a portion of Teton County, Wyoming, and other areas upon approval.

Our Mission is to help people and organizations obtain the resources and expertise needed to address issues and implement projects that improve the quality of life for people who live, work, and play in Southeast Idaho and the West Slope of the Tetons.  We specialize in helping local governments, agencies, and other organizations work across jurisdictional boundaries to address regional issues.

We provide the following services to individuals, local governments, organizations, agencies, and others within our service area to achieve our mission:
  • Project development (finding partners, resources, and expertise) to address local and regional issues.
  • Funding searches.
  • Grant writing.
  • Grant management.
  • Project management, if necessary.
  • Provide a 501 (c) 3 umbrella to non-incorporated groups and local governments to leverage private foundation funding for local projects. (We become a formal partner on the project to provide this service.)
  • Coordinating and facilitating multi-jurisdictional groups for the purpose of addressing regional and/or multi-jurisdictional issues and opportunities.

We exist to support and teach (by doing) non-profit organizations, community groups, and local governments plan and implement their projects.   If you can dream it, we can help you make it a reality! Our people are experts in project development, planning, and implementation; money and in-kind/volunteer tracking and management; federal, state, and private foundation grant writing, grant management and reporting. We "know" or "know how" to find: funders, resources, and experts your community needs to get projects off the ground and completed. We'll teach you how to do all this for yourself!
